About the IBEW National Programs
The IBEW thrives today representing more workers than any time in its existence that started in 1891. The IBEW had a rough patch of years mostly self-inflicted until it committed to programs such as COMET and the Code of Excellence.
The Code of Excellence is a program designed to bring out the best in our construction members and demonstrate to our customers that IBEW members: Perform the highest quality and quantity of work, utilize their skills and abilities to the maximum and exercise safe and productive work practices
COMET (Construction Organizing Membership Education Training)
Faced with declining membership and market share and an erosion of bargaining strength and political influence, building trades unions have undertaken a number of initiatives to reverse their fortunes. COMET, an educational program that generates membership support and participation in organizing, has emerged as one of the most noteworthy of these new initiatives. Before COMET, organizing efforts were stymied by the reluctance of many union members and leaders to recruit into membership the large nonunion workforce. COMET appears to have transformed the political culture within those local unions that have utilized it by placing welcoming in new members and contractors on the top of their agenda.

IBEW Local 48 supplies skilled electricians to over 200 signatory contractors throughout fifteen counties that comprise the local’s jurisdiction and they have played a major role in many construction projects throughout the area since 1913.
IBEW Local 48 provides electrical contractors throughout the Portland Metro Area with highly-trained, residential, commercial, industrial electricians; state registered apprentices and tele-data technicians. NECA-IBEW Electrical Training Center
The Advantage
Through progressive partnering, the Oregon-Columbia Chapter of NECA and IBEW Local 48 has developed the foremost electrical apprenticeship program in the country. Our nationally acclaimed Apprenticeship Training Program provides the most skilled and productive electrical workers in the industry and is emulated by chapters and locals across the country. Our training program is a cooperative effort funded through our Joint Apprenticeship Training Committee – not taxpayer dollars. This private effort allows us to maintain and develop a skilled, qualified workforce for today and for the future.
To accomplish this, we implement intensive training and continuing education programs. Our unmatched preparation for both electricians and contractors guarantees consumer protection in the form of the most up-to-date, high quality, safe and cost-effective services.
The Facilities
As part of our efforts to continually improve our training programs, NECA and IBEW Local 48 built a 54,000 square foot state-of-the-art training center at 16021 NE Airport Way in Portland. The NECA/IBEW Electrical Training Center is staffed by over 50 expert instructors, each with years of hands-on experience, and is equipped with the latest technology to provide expanded opportunity for hands-on technical training. The center has 24 new classrooms, three labs, study areas, and an auditorium-all designed to better serve our growing number of apprentices and ensure that the skills of our Journeymen remain up-to-date.

Membership FAQ
1. How do I join NECA?
Membership in NECA begins with a local chapter, organized by geographic location. Find the NECA chapter serving your company here. Local NECA chapters review all initial membership applications. Once approved for membership by a NECA chapter, an electrical contractor is eligible for national NECA membership. The chapter submits the contractor’s application for national membership.
2. Who is eligible to join NECA?
NECA membership is only available to a person, firm or corporation engaged in the business of electrical contracting, defined as the business of erecting, installing, repairing, servicing or maintaining electric wiring, devices or equipment. This means NECA members are the electrical contracting companies. Employees at NECA member contractors are eligible for all member benefits after they are added to their company’s membership record by the company’s NECA-affiliated representative. NECA’s members are primarily signatory contractors who hire union (IBEW) electricians. Nonunion firms may be approved for membership, depending on the policy of their local chapter.
3. Does NECA have affiliate members?
National NECA does not have affiliate members who are not electrical contractors. Some NECA chapters offer affiliate membership on the local level. Check with the NECA chapter in your area to learn more.
4. What are the primary benefits of NECA membership?
When electrical contractors join NECA, they gain the power to transform their companies:

5. Can non-signatory electrical contractors join NECA?
NECA’s members are primarily signatory contractors who hire union (IBEW) electricians. Nonunion firms may be approved for membership, depending on the policy of their local chapter. Many chapters do not accept non-signatory member applications. Nationally, NECA does not offer any specific services for non-union employing contractors, who comprise a small percentage of our membership.
6. How much does it cost to join NECA?
The cost of membership in NECA is based upon a percentage of the member company’s gross electrical payroll. Dues caps and discounts can apply. The percentage cost for membership is determined at the local level and generally ranges between 1-2 percent of the company’s gross electrical worker payroll.
7. What chapter would my company belong to?
The best source for answers about your NECA membership is your local chapter. Find contact information for a NECA chapter online, searchable by region, state, or city. All NECA line
(outside) contractors belong to chapters included in District 10, which covers the entire U.S.
8. Who at my company can access NECA resources?
The NECA affiliated representative at a member electrical contractor is the primary contact listed with the company’s membership record. The affiliated representative can add as many company employees to the membership record as desired with different levels of access to NECA member resources.

Mr. Gauthier has served as Executive Manager of the Oregon-Columbia Chapter since 1982. Being previously employed in 1981 as assistant manager of the Chapter, Mr. Gauthier started his career with NECA in 1975 in Washington D.C at the National Headquarters. He was transferred to Chicago later that same year and in 1976 to Kansas City.
He is responsible for negotiating and achieving labor relations support for six separate labor agreements with IBEW Local 48. He co-chairs the Edison Pension Trust for Local 48 and the Cornell Pension Trust. Mr. Gauthier co-chairs the Harrison Electrical Workers Trust Fund and the NECA/IBEW Joint Apprenticeship Training Trust. He is instrumental in government affairs and in 1990, he was appointed by the Governor of Oregon to serve on the Premium Equity Task Force for Workers' Compensation. He currently serves as President of the B.U.L.L. charity events and is on the Trustee Committee for the International Foundation of Employee Benefit Plans.
In addition to his Chapter administrative responsibilities, Mr. Gauthier has been especially active and effective in the areas of education, government affairs, charitable fundraising and industry marketing. He has provided leadership and crafted innovative solutions that have been adopted as national models for success.
